UK Innovator Founder Visa Eligibility Criteria

Eligibility requirements

To be eligible for the UK Innovator Founder Visa, you must meet the following core criteria:

  • You must be aged 18 or over

  • You must hold a valid passport and satisfy standard UK immigration suitability requirements

  • Your business or business idea must be endorsed by a Home Office-approved endorsing body before you submit your visa application to UKVI

  • Your business must meet the innovation, viability, and scalability criteria assessed by your endorsing body

  • You must demonstrate English language proficiency at CEFR Level B2 in all four components — reading, writing, speaking, and listening — through a Secure English Language Test (SELT) from an approved provider (updated requirement from 8 January 2026)

  • You must have sufficient funds to support yourself in the UK — at least £1,270 held in your bank account for 28 consecutive days, unless you have been in the UK with valid leave for 12 months or more

  • Your endorsed business must be your primary professional focus during the period of your visa

Who Can Apply for an Innovator Founder Visa?

The Innovator Founder Visa is designed for young or experienced entrepreneurs with a genuine, original business idea. It is suitable for you if:

  • You want to establish a new business in the UK based on an idea that is genuinely different from anything already on the market

  • You have a background in entrepreneurship, business, technology, or another field that demonstrates you have the skills and knowledge to execute the business plan

  • You are prepared to work primarily on your endorsed business and meet ongoing compliance obligations, including mandatory contact point meetings with your endorsing body at 12 and 24 months

The route is not suitable for those who simply want to replicate an existing business model, run a traditional lifestyle business such as a restaurant or retail shop, or who plan to remain primarily employed by another employer. The endorsing body's assessment is rigorous, and a clear, credible, original idea is essential.

UK Innovator Founder Visa Investment Requirements

 There is no fixed minimum investment requirement. The route focuses on the quality and originality of your business idea rather than the amount of capital you bring. However, your endorsing body will require you to demonstrate that you have enough funding to establish and develop the business as planned. The assessment of what constitutes sufficient funding is carried out by your endorsing body, not the Home Office, and will depend on your specific business model, sector, and growth projections.

Funding evidence that endorsing bodies typically assess includes:

  • Bank statements showing available personal or business funds

  • Investment agreements from third-party investors

  • Shareholder funding documentation

  • Loan documentation where funding is debt-based

  • Evidence of grants or public funding where applicable

All funds must be under your control, legitimate in origin, and clearly documented. Endorsing bodies take a dim view of vague or unsubstantiated funding claims, and any undisclosed conflicts of interest or existing business relationships can trigger a refusal.

In addition to business funding, you must demonstrate personal maintenance funds of at least £1,270 held in your bank account for 28 consecutive days immediately before the date of your application — unless you have been in the UK with valid leave for 12 months or more, in which case you are exempt from this requirement.

Innovator Founder Visa Endorsement Process and Criteria

Endorsement is the central pillar of the Innovator Founder Visa. You cannot apply to the Home Office for the visa itself until an approved endorsing body has assessed your business idea and issued a formal endorsement letter. The endorsement letter is valid for three months and your UKVI visa application must be submitted within this window. The endorsing body are assessing whether your business idea genuinely meets the three core criteria: innovation, viability, and scalability. Their assessment may include a formal review of your business plan, supporting documents, and in most cases a personal interview or pitch session.

New Business Endorsement Criteria

If you are applying for a new business that has not yet started trading in the UK, your endorsing body will assess your proposal against the following criteria: innovation, viability and scalability.

Endorsement Criteria for Extensions

If you are already in the UK as an Innovator Founder and are applying to extend your leave or apply for ILR continuing on the same business, the endorsement criteria shift to assess the progress you have made rather than the potential of your original idea.

Your endorsing body will assess whether:

  • Your business remains active, trading, and financially sustainable

  • The business continues to meet the innovation, viability, and scalability criteria from your original endorsement

  • You have remained actively involved in the day-to-day management and strategic development of the business

  • You have attended both mandatory contact point meetings at 12 and 24 months

  • Your business has demonstrated significant achievements, for ILR purposes, you must meet at least two of the seven settlement milestones (see the ILR section below)

  • The business is registered with Companies House and you are listed as a director or member

  • Your business must be genuinely new to the UK market. It must present an original product, service, or business model that is different from what already exists. The Home Office and endorsing bodies assess innovation against four core principles:

    • The business must offer something new — not a replication of an existing UK business model

    • The innovation must be evidenced — theoretical assumptions are rejected. You need customer pre-orders, letters of intent, market research, or other credible validation of genuine demand

    • Incremental improvements to existing products or services are generally not sufficient unless they demonstrate clear originality and competitive differentiation

    • Innovation criteria vary by sector — tech startups may require prototype or patent evidence; service businesses may need to demonstrate a fundamentally different delivery model

  • Your endorsing body must be satisfied that your business plan is realistic and achievable. This means demonstrating a credible understanding of the market, a sound financial model, and the skills and experience to execute the plan. A strong business plan for Innovator Founder endorsement should include:

    • An executive summary with a clear, concise overview of the business concept

    • Market analysis — competitor research, target customer identification, and evidence of real demand

    • Revenue model — how you will generate income and achieve profitability

    • Financial projections — realistic 3-year forecasts including cash flow, profit and loss, and funding requirements

    • Your background — relevant experience, skills, and why you are the right person to execute this idea

GEP only provide visa endorsements for founders that have already been invited to participate on their programme.

Innovator Founder Visa Documents and Evidence

The documentation required for the Innovator Founder Visa is submitted in two stages. First, to your endorsing body for the endorsement assessment. Second, to UKVI for the visa application itself. The evidence requirements at each stage are distinct.

For the endorsement application, your endorsing body will specify their own documentation requirements. Most bodies require:

  • A full business plan — the central document of your endorsement application

  • Financial projections — typically three years, covering cash flow, profit and loss, and balance sheet

  • Evidence of innovation — this may include market research, customer validation, letters of intent, prototype materials, IP-related material, or technical specifications depending on your sector and business type

  • Evidence of funding — bank statements, investment agreements, or other documentation proving you have sufficient capital to develop the business as planned

  • Your CV and professional background — demonstrating your relevant experience and ability to execute the business plan

  • Business registration documents if the business has already been incorporated in the UK

  • Any existing contracts, customer relationships, or revenue evidence if you are already trading

For the UKVI visa application, you must provide:

  • Your valid passport

  • Your endorsement letter from the approved endorsing body — valid for three months from the date of issue

  • English language test certificate at CEFR B2 level from an approved SELT provider (unless exempt)

  • Evidence of your maintenance funds — bank statements covering the required 28-day period

  • Proof of any dependant applications if your partner or children are applying with you

UK Innovator Founder Visa English Language Requirement

From 8 January 2026, the English language requirement for the Innovator Founder Visa was raised to CEFR Level B2 in all four components: reading, writing, speaking, and listening.

You must demonstrate this through a Secure English Language Test (SELT) from an approved provider. Accepted tests include IELTS for UKVI and PTE Academic UKVI, with a minimum score of 5.5 in each component for IELTS, equivalent to B2.

You may be exempt from the English language requirement if you:

  • Are a national of a majority English-speaking country as defined by the Home Office

  • Have already demonstrated English at B2 level as part of a previous UK visa application and this has been confirmed by the Home Office

  • Have successfully completed a degree-level academic qualification taught in English

If you are switching from a route that previously accepted B1 English, you must re-sit your test at B2 level. Your existing certificate will not be accepted for the Innovator Founder Visa application under the 2026 rules.

Innovator Founder Visa Financial Requirement (Maintenance)

In addition to demonstrating that your business is adequately funded, you must show that you can support yourself in the UK without recourse to public funds.

You must have had at least £1,270 in your bank account for 28 consecutive days, ending no more than 31 days before your application date. This requirement applies whether you are applying from outside the UK or switching from within the UK and have been in the UK for less than 12 months. If you have been in the UK with valid leave for 12 months or more on the date of your Innovator Founder Visa application, you are exempt from the maintenance funds requirement. You cannot use money given to you as a loan to meet the maintenance requirement. The funds must be genuinely yours or your endorsing body must confirm that they will cover your costs during your first month in the UK.

How to Apply for Innovator Founder Visa UK

The Innovator Founder Visa application follows a two-stage process. Both stages must be completed, you cannot apply directly to the Home Office without a valid endorsement letter from an approved endorsing body.

Step-by-Step Guide to Secure Your Innovator Founder Visa

  1. Assess your eligibility — confirm that your business idea meets the innovation, viability, and scalability criteria, and that you meet the personal eligibility requirements including age, English language, and maintenance funds.

  2. Select your endorsing body — research the current active endorsing bodies and identify the one that is the best fit for your business type, sector, and stage. Each body has different sector specialisms and application requirements. Getting this decision right materially improves your chances of success.

  3. Prepare your business plan and supporting evidence — this is the most important and time-consuming step. Your business plan must be detailed, credible, and address each of the three endorsement criteria directly. Most endorsing bodies will also require financial projections, funding evidence, and market research.

  4. Submit your endorsement application to your chosen endorsing body — most bodies conduct an initial review of your documentation followed by an interview or pitch session. The endorsement process typically takes between four and eight weeks, depending on the body.

  5. Receive your endorsement letter — if your application is successful, the endorsing body will issue a formal endorsement letter including an endorsement reference number. This letter is valid for three months.

  6. Submit your UKVI visa application — within three months of receiving your endorsement letter, apply to the Home Office using the online application portal. Pay the application fee and the Immigration Health Surcharge. Provide your biometric information at a visa application centre or, if eligible, using the UK Immigration ID Check app.

  7. Receive your visa decision — current processing times are approximately three weeks for applications made from outside the UK and eight weeks for applications made from within the UK. Priority services may be available.

Applying for an Innovator Founder Visa as Part of a Team

The Innovator Founder route permits more than one founder to apply based on the same business idea, subject to certain conditions. Each co-founder must be individually assessed and endorsed. The endorsing body must confirm that each founder has a genuine, active, and distinct role in the day-to-day management and development of the business.

Where multiple founders are applying, each must submit their own endorsement application, their own UKVI visa application, and pay their own fees. The fact that your co-founder has already been endorsed does not automatically mean you will be. Each application is assessed individually on its own merits.

Innovator Founder Visa Application Process for Dependants

If you hold an Innovator Founder Visa, your partner and dependent children under 18 may be eligible to apply as dependants to join you in the UK or to remain with you if they are already here.

Dependants who are granted leave under this route have the right to work and study in the UK. Their visa will be granted for the same period as the main applicant's leave. Each dependant must submit their own application and pay their own visa fee and Immigration Health Surcharge. Dependants are not required to meet the English language requirement individually, though they must satisfy standard suitability requirements.

Switching and Transitions

The Innovator Founder Visa offers flexibility on how you enter the route whether from outside the UK or by switching from another visa category within the UK.

Switching Into the Innovator Founder Visa Category from Inside the UK

You may be able to switch into the Innovator Founder route from within the UK if you currently hold permission to remain under a qualifying category. Switching is possible from most standard work, study, and family routes, subject to suitability requirements and the specific switching rules.

You cannot switch into the Innovator Founder route if you are in the UK as a visitor, or if you have overstayed your previous leave. If you are currently a Student Visa holder who has completed a UK degree, you may be particularly well-positioned to switch — especially if you have already developed and tested your business idea during your studies. From November 2025, Student Visa holders who switch to the Innovator Founder route may begin self-employment on their new business while their switch application is being processed, provided they have already received endorsement.

  • The Innovator Founder Visa is initially granted for a period of three years. It can be extended for a further three years provided you continue to meet the eligibility criteria and your endorsing body issues a new endorsement confirming that your business remains active, trading, and progressing satisfactorily.

    There is no limit on the number of extensions you may obtain, as long as the business remains compliant with the endorsement conditions. However, the practical path for most founders is to build towards ILR eligibility at the three-year point rather than to extend indefinitely.

    Current Home Office processing times for Innovator Founder Visa applications are:

    • Applications from outside the UK: approximately three weeks

    • Applications from within the UK (switching or extending): approximately eight weeks

    • Priority services may be available at an additional cost — check the current gov.uk guidance for availability

Innovator Founder Visa Cost, Fees and Financial Planning

The Innovator Founder Visa involves fees payable to your endorsing body and separately to the Home Office. The costs below reflect the 2026 fee structure which may be subject to change. Endorsing body fees may vary, always verify directly with your chosen body.

Endorsing body assessment fee

£1,000 and paid directly to your endorsing body. This is the standard charge for the initial business plan assessment and endorsement letter. Some bodies may charge differently — confirm before applying.

Home Office visa fee (application from outside UK)

£1,357 paid to UKVI as part of the visa application. This is the main applicant fee.

Home Office visa fee (switching or extend inside UK)

£1,693 paid to UKVI. The higher fee applies to in-country applications. Each dependant pays the same fee as the main applicant.

Immigration Health Surcharge (IHS)

£1,035 per adult per year (£776 per child) paid as part of the visa application. Covers NHS access during your stay. For a three-year visa, this is £3,105 per adult.

Endorsing body contact point meeting fee

£500 per meeting, but some bodies charge for the mandatory 12-month and 24-month meetings. Not all bodies charge this — confirm with your endorsing body.

Budgeting for Success: Hidden Innovator Founder Visa Costs for 2026

The common hidden or additional costs you should factor in when applying in 2026 may include priority or super priority processing (optional) if you want a faster decision. You can pay extra for Priority Service £500 or Super Priority £1,000.

Document preparation and translation costs may arise when you need certified translations of non-English documents.

Biometric and identity checks may sometimes result in extra fees, as some overseas biometric centres may charge a local service fee for fingerprinting and photo capture.

Innovator Founder Visa Fast-Track to Settlement and Citizenship

  • At least £50,000 has been invested in the business and actively spent on advancing the business plan

  • Customer numbers have at least doubled and are above the UK average for similar businesses in the same sector

  • Significant R&D activity has taken place, and UK intellectual property protection has been applied for

  • The business has generated a minimum annual gross revenue of £1 million

  • The business has generated minimum annual gross revenue of £500,000, with at least £100,000 from overseas exports

  • The business has created at least 10 full-time equivalent jobs for settled workers

  • The business has created at least 5 full-time equivalent jobs paying an average salary of at least £25,000 per year

One of the most compelling features of the Innovator Founder Visa is its accelerated pathway to settlement. While most UK immigration routes now require a standard qualifying period of five years or longer, the Innovator Founder route retains a three-year pathway to Indefinite Leave to Remain, making it one of the very few protected fast-track routes to settlement in the entire UK immigration system.

After three continuous years in the UK with valid leave as an Innovator Founder, you may apply for ILR if you meet the following conditions:

  1. Your business remains active, trading, and financially sustainable

  2. Your business continues to meet the innovation, viability, and scalability criteria from your original endorsement

  3. You have played an active, leading role in the day-to-day management and strategic direction of the business throughout your period of leave

  4. You have attended all required contact point meetings, at 12 and 24 months, during each grant of leave

  5. Your endorsing body has issued a fresh endorsement letter confirming that your business has demonstrated significant achievements and is expected to remain sustainable for at least the following 12 months. See the list below.

  6. You have met the continuous residence requirement, no more than 180 days' absence from the UK in any 12-month period during your qualifying three years

  7. You meet the standard ILR requirements including the Life in the UK test and the English language requirement at CEFR B2

If you have not met at least two milestones at the three-year point, you may be able to extend your Innovator Founder Visa for a further three years and apply for ILR later, provided your endorsing body confirms your business is still progressing. After receiving ILR, you can apply for British Citizenship after a further 12 months, subject to the standard residence and good character requirements.
